In the discussion today on the flex community forum Heidi Williams said in a response to the question "how can we get involved" that the structure of the project is pretty well set for flex 4. And that the changes which include the open community involvement will likely happen in the flex 5 time frame. Flex 5 is supposed to include a re-write of the framework to make it more light weight.

So the question is do we try to make enough noise to try to get them to open up the process for flex 4. Or do we start working on Flex 5 as a community now and let them join us when they are ready?
